One year contract for licensing and developing a virtual simulation platform with Ai-driven avatars.

Agency: DEPT OF DEFENSELocation: Bethesda, MD, 20892, USANAICS: 541715
NoneJustification

The purpose of this procurement is to license a platform that will allow for the development and administration of research studies that investigate clinical and communication-related processes in the context of genetics and genomics. The primary project will focus on development and implementation of the Genetic Literacy Virtual Assessment simulation environment. This will be achieved by formatting, developing, programming, and hosting a virtual simulation environment featuring AI-driven Virtual Human avatars representing simulated patients at varying levels of genetic literacy. Doing so will allow us to examine whether healthcare providers communicate differently about genetics and genetic testing during a simulated autism diagnostic encounter when provided with information about a patient's genetic literacy level in advance. The simulation will serve as a controlled experimental environment for measuring provider communication behavior as the primary outcome, with genetic testing recommendation behavior as a secondary outcome. A secondary project, led by the Immersive Simulation Program (ISP) within the SBRB will use the platform to investigate efficacy of potential clinical genomics communication approaches to enhance prevention behaviors in conjunction with provision of genomic risk information. The Contractor shall work independently with no direct supervision by any Government employee. The Engagement Methods Unit and/or Immersive Simulation Program staff will provide guidance in terms of the technical needs, technological support, and programming assistance that is needed. The Contractor will communicate with the research staff to ensure their work is consistent with the project needs. The Contractor must respond to outstanding questions regarding technological and programming support with EMU and/or ISP staff to resolve any issues or challenges. The PI will ensure the work conducted by the Contractor is acceptable. The Contractor's workstations must be configured and used in a manner consistent with Government information security practices. The virtual simulation environment will consist of Virtual Human avatars with editable features including voice, appearance, and setting. Avatar conversations with participants will be formulated by artificial intelligence integrated into the virtual simulation software, scripted to reflect the behavioral and communicative characteristics of a parent of a newly diagnosed autistic child. The software will be accessible over a secure web browser without requirement for specialized hardware or VR headsets, while also retaining the ability to be access through a VR-based platform. Behavioral evaluation criteria defining what constitutes effective provider communication about genetics and genetic testing in an autism diagnostic context will be specified by the Government. The Contractor will integrate these criteria into the platform's coaching and behavioral analysis reporting system. The platform will support the display of government-furnished video content to designated participants prior to their Virtual Human encounter. The Government will provide the video file in a format compatible with the Contractor's platform. The Contractor will confirm compatible file formats prior to content delivery. Data will be delivered via secure transfer to be arranged by the Government

The National Institutes of Health (NIH), Office of Management (OM), approved a sole-source bridge order to General Dynamics Information Technology (GDIT) for Administrative Systems Technology Officer Mission Support Services (ASTO MSS) under NIH Information Technology Services BPA No. 75N91023A00005. The bridge provides continuity of mission-support services for NIH OM, the Deputy Director for Management, and the Integrated Data Platform while NIH advances information technology centralization activities and completes a competitive successor acquisition. The action consists of a six-month base period from September 16, 2026, through March 15, 2027, and one six-month option period through September 15, 2027. The sole-source action is authorized under FAR 8.401(b) and the applicable GSA Federal Supply Schedule ordering procedures at GSAR 538.7104-3(b)(1)(i), based on unusual urgency. Conducting a separate competition and contractor transition solely for the interim bridge would create unacceptable delay and risk disruption of ongoing mission-critical services. This justification is limited to the temporary bridge requirement and does not conclude that other sources are incapable of performing the enduring requirement. NIH market research identified qualified sources and competitive vehicles, and NIH intends to compete the successor requirement.

Revvity Electronic Laboratory Notebook FedRAMP Authorization

Agency: DEPT OF DEFENSELocation: Bethesda, MD, 20892, USANAICS: 541511
NoneAward Notice

Based on the market research conducted, the Government proceeded with a fixed-price, sole-source acquisition with Revvity Signals Software, Inc. (Revvity) for the services necessary to obtain FedRAMP Moderate authorization for the Revvity Signals Electronic Lab Notebook (ELN), supporting compliance with NARA/OMB requirements for the transition of Federal records to electronic formats. The contractor is responsible for providing the services necessary to obtain FedRAMP Moderate authorization for the Revvity Signals ELN, including project management, gap remediation, interoperability assurance, and preparation and submission of the FedRAMP authorization package. Revvity is the developer and sole proprietary owner of the Revvity Signals ELN platform used by the National Institutes of Health (NIH). As the software owner, Revvity has exclusive access to the platform’s source code, system architecture, and internal development environment. Such access is necessary to perform the security control remediation, interoperability configuration, and technical documentation required to achieve FedRAMP Moderate authorization. No other company, including resellers, integrators, or third-party consultants, has the technical access or authority necessary to modify the Revvity platform to satisfy these requirements. On August 7, 2026, the Government posted a Notice of Intent and invited capability statements from vendors that believed they were capable of performing the work specified in the notice. Responses were due by 9:00 a.m. on August 14, 2026. Four vendors submitted timely responses; however, none demonstrated the technical capability necessary to perform the required services. Specifically, the respondents lacked the proprietary access and requisite authority to perform the necessary FedRAMP remediation activities on the Revvity platform, and none provided a viable approach for obtaining or otherwise addressing the required access and authority. Accordingly, the market research did not identify an alternative source capable of meeting the Government’s requirements, and the acquisition proceeded on a sole-source basis with Revvity.

The resulting contracts will be multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) construction contracts. Work will be authorized through individually issued task orders. This acquisition is anticipated to be conducted using competitive negotiated procedures under FAR Part 15. The Government intends to award multiple IDIQ construction contracts under FAR Subpart 16.5. Individual task orders will generally be awarded on a firm-fixed-price basis. The anticipated aggregate ceiling is $3 billion over an eight-year ordering period. Individual construction requirements will be competed through task orders among eligible MACC awardees in accordance with the ordering procedures established in the resulting contracts. The solicitation and resulting contracts will include procedures for adding and removing awardees during that period (on/off ramp). The initial seed-project scope estimated construction magnitude, applicable evaluation factors, and proposal submission requirements will be provided in the solicitation. SCOPE OF WORK Work under the MACC will primarily consist of general construction and may include, but is not limited to, maintenance, repair, painting, alterations, architectural work, mechanical systems, electrical systems, plumbing, heating, ventilation and air-conditioning (HVAC), civil work, earthwork, fencing, structural work, steel fabrication and welding, roofing, building renovations, demolition, new building construction, sustainable construction, design-bid-build, and design-build projects. PSC Code: Y1JZ The corresponding small business size standard is $45 million. The NAICS code and small business size standard applicable to the initial seed project is also anticipated to be NAICS 236220 and $45 million, respectively. ACQUISITION STRATEGY AND ANTICIPATED AWARDS This acquisition will be conducted using full and open competition with reserves for eligible small business concerns. NIH anticipates awarding up to twenty (20) IDIQ contracts, consisting of: • Approximately four (4) unrestricted/full-and-open awards; and • Approximately sixteen (16) awards under small business reserves. The small business reserves are anticipated to include eligible concerns in the following categories: • Historically Underutilized Business Zone (HUBZone) Small Business; • Women-Owned Small Business (WOSB); • Service-Disabled Veteran-Owned Small Business (SDVOSB); and • Participants in the SBA 8(a) Business Development Program. The solicitation will identify the anticipated distribution of the sixteen (16) reserve awards among the applicable small business and socioeconomic categories and will establish the eligibility requirements applicable to each reserve. NIH anticipates approximately four (4) awards in each socioeconomic reserve. Offerors must meet all applicable SBA eligibility requirements for the category under which they submit an offer. BONDING CAPACITY Offerors competing for an unrestricted/full-and-open award shall provide evidence from their surety demonstrating, at a minimum, bonding capacity of: • $100 million for a single project; and • $300 million aggregate bonding capacity. Offerors competing for an award under a small business reserve shall provide evidence from their surety demonstrating, at a minimum, bonding capacity of: • $3 million for a single project; and • $10 million aggregate bonding capacity. The solicitation will establish the specific documentation required to demonstrate bonding capacity. Performance and payment bond requirements applicable to individual construction task orders will be established in accordance with the solicitation, resulting contracts, applicable law and regulation, and the requirements of each task order. SMALL BUSINESS ELIGIBILITY AND JOINT VENTURES Offerors seeking an award under a small business reserve must satisfy all applicable SBA eligibility requirements for the applicable reserve category and NAICS code. The solicitation will identify any documentation required to establish an offeror's eligibility for the applicable small business or socioeconomic category. Small business concerns intending to submit an offer as a joint venture must comply with all applicable SBA joint venture requirements, including applicable requirements governing SBA-approved Mentor-Protégé relationships. Prospective offerors should consult current SBA regulations and guidance concerning joint ventures and the SBA Mentor-Protégé Program at www.sba.gov. CONTRACT CEILING AND ORDERING PERIOD The aggregate maximum value of all contracts and task orders awarded under the MACC will not exceed $3,000,000,000.00 over the entire ordering period. The $3 billion ceiling applies collectively to all MACC contracts and is not a per-contractor ceiling. The anticipated ordering period will consist of one eight-year ordering period. There is no anticipated annual or individual-contractor ceiling other than limitations established by the terms of the resulting contracts and individual task orders. MACC holders will remain eligible to compete for task orders, subject to the terms and conditions of their contracts, until expiration of the ordering period or exhaustion of the aggregate MACC ceiling, whichever occurs first. TASK ORDERS All work under the MACC will be authorized through individual task orders. Individual task orders will generally be awarded on a firm-fixed-price basis and will be separately priced. Each task order will establish the applicable scope of work, specifications and drawings, period of performance, applicable wage determination, bonding requirements, and other project-specific requirements. Task orders may be competed among all eligible MACC holders or restricted to eligible small business MACC holders in accordance with the ordering procedures established in the solicitation and resulting contracts. The anticipated maximum value of an individual task order is $800 million. Eligibility to compete for individual task orders may be subject to project-specific requirements, including required bonding capacity. GUARANTEED MINIMUM The Government's guaranteed minimum under each resulting IDIQ contract will be $1,000. The guaranteed minimum will be satisfied through issuance of a task order. The $1,000 guaranteed minimum is a contractual minimum obligation and should not be interpreted as establishing the minimum dollar value of all future task orders. SEED PROJECT The Government anticipates using an initial seed project in connection with the MACC source selection. The seed project, evaluation requirements, applicable specifications and drawings, and any other project-specific information will be identified in the solicitation. Successful MACC awardees that do not receive a seed-project task order will receive a task order sufficient to satisfy the applicable guaranteed minimum. SITE VISITS The Government anticipates conducting two organized site-visit sessions for the seed project on November 9, 2026. The solicitation will provide the session times, location, registration procedures, and other attendance instructions. To accommodate prospective offerors, the Government anticipates scheduling two site-visit sessions at the applicable location, one in the morning and one in the afternoon.
